Then swim at Rosie’s Dog Beach, which is 4.1 acres of sand, and surf along the Pacific coastline which is the only off-leash dog beach in the county.
Los Angeles landlords have the legal right to decide whether or not to allow pets on the property (except for service animals which landlords are required to accommodate on the property). You can maintain a no-pet policy or you can make decisions on a case-by-case basis as long as you provide in writing within 28 days of a written request from the tenant. Even if you do allow pets, you'll likely have a pet fee or a deposit that's collected. Some owners charge pet rent for each animal.
Unfortunately, all city and county rules are strictly against dogs on the beach even when leashed. There is only one off-leash area for dogs and it is in Long Beach. There is another area where dogs are allowed, but only if they are on a leash. Two coastal parks are dog-friendly, but their beaches are not.
